Finance Department
The function of the Finance Department is to facilitate interaction between the City Council, City Manager, City departments, Citizens and the business community. The Finance Director supervises all financial functions of the City, as well as many other support services, including Accounting, Payroll, Auditing, Utility Billing and Sales Tax. The Finance Department assists the public with accounts payable, sales and use taxes and water billing. The Finance Department is also responsible for preparation of the Annual Budget and coordination of the Annual Audit performed by an Independent Certified Public Accountant.

Sales Tax
On March 31, 2010 the City of Black Hawk Aldermen passed Ordinance Number 2010-9 amending the Municipal Code to establish self collection of City Sales Tax. Effective for all filing periods on or after July 1, 2010 all Black Hawk sales tax will be remitted directly to the City of Black Hawk.

Commercial Improvements Tax
At the November 2, 2010, special election, the registered electors of the City of Black Hawk authorized the imposition and collection of a commercial improvements tax for the act or privilege of engaging in business activities within the City and is hereby levied upon and shall be collected from every person that leases, owns, occupies or otherwise maintains a commercial improvement or structure within the City.
The tax shall be measured by the number of square feet of floor space, per Gilpin County Assessor records, for each office or place of business leased, owned, occupied, or otherwise maintained within the City during the reporting period. The $0.30 per square foot annual commercial improvements tax shall be reduced (setoff) by one dollar ($1.00) for every one dollar ($1.00) of local sales, use, occupational, or lodging tax remitted to the City in a timely manner. The commercial improvements tax will be billed quarterly, with the setoff of local sales, use occupational or lodging tax paid during the corresponding quarter reducing the tax due to the City for that reporting period.
